Originally, it was part of the northern area of Yeonghaebu.
Deokcheon-ri is indicated as Hui-ri in the Population Census published in 1789.
Deokcheon-ri has been called 'Hui-ri' although Deokcheon-ri became the northern part after Yeonghaebu was renamed to Yeonghae-gun.
According to one theory, Deokcheon-ri was called 'Jaetdi', 'Jatdi', or 'Jadu' as a man called 'Captain Kim' relocated to Hui-ri area from 'Jaetdi' at the back of Mt. Sangdae.
The name of Deokcheon connotes that a large stream was flowing, and the name of Huri is said to mean cathing the fish with Hurit net.
Under the administrative district rearrangement in 1914, part of Songha-dong was merged and renamed to Huiri-dong, and subsequently incorporated into Byeonggok-myeon.
On January 1, 1990, the village was renamed to Deokcheon-ri.
